Case Studies

Government CRM for a Parliamentary Political Party
Government CRM for a Parliamentary Political Party

Chudovo created a unique government CRM solution for a German political party represented in the Bundestag. The solution includes tools for managing constituencies, running multi-channel campaigns (web, email, SMS), managing event attendance, creating documents, and mass printing. The solution featured a desktop app for political party employees, web apps for voters, and internal apps for campaigns executed using service-oriented architecture with SQL-based reporting.

Smart City Street Cleaning Monitoring Solution
Smart City Street Cleaning Monitoring Solution

Chudovo designed a smart city street cleaning monitoring solution for our municipal services partner in Germany. It allowed field auditors to evaluate and log the state of street cleanliness in the course of day-to-day operations, while also providing regular citizens with access to street cleaning data in their localities. It was part of the municipality’s pilot project aimed at enhancing public space quality and mitigating health risks related to debris build-up in urban drainage systems.

GovTech Capability Pillars

These are the systems Chudovo builds most often for government and public-sector clients.
Custom Interactive Voice Response (IVR)

Citizens Services & Case Management

Self-service capabilities, citizen relationship management (CRM) and case management, and management of constituent, permit, and service requests, together with role-based staff communications across multiple channels.

Data Governance

Government Platform & Workflow

Document management and approvals, automated inter-departmental workflow process management, replacing paper-based processes while not losing any documentation.

Softphone Apps

Data, Registry & Interoperability

Data acquisition and reporting, integration with municipal and governmental databases, and dashboards for administration and management oversight.

RFID

Legacy Modernization & Support

Updating of the legacy desktop, server, and web application infrastructure, including security and performance monitoring.

Governance & Assurance

Software purchased by governments is subject to constraints that commercial software isn't: procurement legislation, data protection regulation, accessibility laws, and an audit trail that a regulator can truly trace. Chudovo makes sure these are baked into the solution from day one, not checked off as a box before release.
Supported Standards

Policy, Compliance & Procurement

The Chudovo approach takes into account the requirements of the customer's jurisdiction, policy landscape, and governance considerations early on, designing delivery with procurement-compliant scope, acceptance criteria, and milestone structure in mind.

Marketplace Operators

Data Governance & Privacy

Chudovo designs systems that enable applicable data protection requirements, including GDPR where required, by using privacy-by-design principles of data minimization, role-based access, auditability, retention management, and defined processing purposes.

Call Routing & Dial Plans

Cybersecurity & Resilience

Rather than limiting itself to access control, Chudovo approaches security from a lifecycle point of view: identity, least privilege access, secure development, encryption, logging, incident response and recovery planning for citizen services.

Instructor Dashboard

Accessibility & Digital Inclusion

Chudovo designs citizen services with WCAG 2.2 AA guidance in mind, performs keyboard and assistive technology testing, and considers assisted digital and multichannel access for those residents who do not utilize an online service.

Smart Cities

Smart-city work extends the same platform thinking to physical infrastructure: sensors, field data, and the operational systems that turn city data into a decision.

Smart-City IoT & Edge

Chudovo connects sensors and field devices to a platform through gateways and edge processing where latency, connectivity, or data volume require it, covering device provisioning, monitoring, and remote updates as part of the system.

Urban Data, GIS & Analytics

Chudovo builds geospatial and time-series data platforms on top of GIS systems such as ArcGIS or PostGIS, connecting dashboards to spatial analysis and operational decisions instead of just displaying activity.

Mobility

Traffic and parking operations, public-transport information, and fleet or asset management.

Sustainability

Waste, water, and environmental monitoring, and infrastructure resilience.

Public Safety

Incident management, geospatial situational awareness, and cross-agency information exchange.

Delivery Model & Indicative Cost

Estimates vary with the number of services and user roles, registry and legacy integrations, data migration volume, accessibility and security requirements, hosting model, and support obligations. The ranges below are indicative Chudovo project bands, not a fixed quote.

Expert's Quote

Dmytro Chudov CEO & CTO
Software projects implemented by the government have certain needs that are not needed in other commercial projects, which include secure access control, comprehensive auditing, multi-party approvals, and support for all levels of user knowledge. This means that the design choices made in such conditions will be significantly different compared to SaaS or corporate software development. The engineers working on the project take into account all these aspects right away as basic requirements, rather than additional functions implemented later.

City or municipal government departments

Political parties and parliamentary institutions

Public health organizations and social service bodies

Environmental surveillance and infrastructural agencies

Public safety institutions and emergency response services

Transportation departments and organizations for urban transportation

Why Select Chudovo as Your Partner for GovTech Software Development

  • Chudovo delivers software for municipal services and parliamentary political organizations, working with the multi-party approval and access-control requirements both carry.
  • Our team builds access control, auditing, and information protection into the architecture from the first sprint.
  • Our company builds platforms where administrators, field staff, and the public use the same system with different access rights.
  • We offer dedicated team, project outsourcing, or team augmentation engagements, with flat-fee or time-and-materials billing depending on your needs.
  • Chudovo has built software since 2006, with government and public-sector delivery as part of that practice.

Where Public-Sector Software Actually Gets Stuck

Government and municipal technology rarely fails on features. It usually fails on governance, data ownership, interoperability between agencies, and systems that were never designed for public accountability.

A citizen-facing service with no accessible or assisted-digital path for residents who can't use it online

Case data duplicated across departments because systems were never designed to exchange it

A legacy system nobody can safely modernize because the business rules were never documented

Field or IoT data collected but never connected to a decision or a budget

FAQ

How do you adapt your process to our specific procurement or approval framework? Answer
Chudovo maps its delivery milestones and documentation to whatever procurement or approval framework the client already uses, rather than assuming one universal process. The specific requirements are scoped during discovery.
Who is the data controller when Chudovo builds a system that processes citizen data? Answer
Usually, the client institution is the data controller and Chudovo is a processor performing work under the client’s guidance. Chudovo documents the processing activities and supports the client in meeting its data protection obligations, but the responsibility for data control and any necessary data protection impact assessment remains with the client.
What if our jurisdiction requires a different accessibility standard than WCAG? Answer
WCAG 2.2 AA is the default benchmark for Chudovo, but the target standard is determined during discovery to align with the client’s jurisdiction and procurement needs, for instance, EN 301 549 in the EU. Chudovo does not certify formal conformance; that sign-off depends on the client's own accessibility audit process.
What happens when two agencies use different identifiers for the same citizen or entity? Answer
Chudovo maps and reconciles identifiers across systems during integration design, using a matching or crosswalk approach where a shared master identifier doesn't already exist, so the same citizen or entity is recognized consistently across agencies.
How do you migrate an existing system without disrupting service? Answer
Chudovo audits the existing system first, then migrates in stages, keeping the current system live and defining a rollback path for each stage rather than a single cutover.
How do you prevent vendor lock-in? Answer
Chudovo delivers documented, portable architecture and hands over source code, infrastructure definitions, and operational documentation, so the client can maintain or move the system with a different vendor if needed.
